We've been mobilizing troops for a while now. We couldn't just ship them all out at the same time because some were deployed in other places with other committments, etc.

Nah, I veto that idea, though I had the worst fifteen minutes of my life waiting for the elevator on top of the darned thing. People were crowded around it in a way I'd never seen before, pushing, shoving, like a stampeding herd. My daughter, who lived in Paris, explained that Europeans don't have the same concept of "personal space" that Americans have. Just one of many differences.
