"Containment" is meaningless without force to back it up. Even France knows that.

So I think France is basically saying that force is an option, but that the Security Council should be the ones to decide when force is required. Bush has already stated that we are not going to be bound by the UN.

This is indeed a retreat on France's part. Their surrender can't be too far off.

You underestimate their ability to lie to others and to themselves. Powell is now obviously Bush's puppet. The UN is obviously controlled by the US. Etc.

I think the biggest $$ hit France would feel from us would be if thousands of US tourists boycotted France immediately. US tourists make up a BIG part of their tourism. It would be even better if UK residents joined us in this, but I wouldn't hold my breath.
