At 200,000 feet or 38 miles up, there is no way to pinpoint it to a specific location. Anyone in an enormous ground are could claim it was overhead. These names being thrown out are not exact and could be inflamatory when you pick out names like Palestine.

Don't know, but on NPR yesterday they were saying that when this idea first came up Bush had specifically tasked a select committee of advisers to find a way to vector the aid so that it is direct aid to victims, particularly children, and avoids previous efforts going through the tinpot governments.

Not sure how successful that will be, but apparently that was at the top of the list of requirements.

It would be my guess that the Shabbat was over. I don't know how many hours ahead Israel is, but the new day begins at sundown ( from the biblical passage, "The evening and the day were the first day").
