He is saying grow the govt. by only 4 percent, so he has obviously factored all of this in.

A 3% discretionary spending increase relative to the 4% salary increase would be better.

That would be an incremental decrease in the size of government relative to salaries -- something we should strive for.

Anyway, tort reform, a partial birth abortion ban, excelerated tax cuts are all good news.

And of course the president made it clear, that we will defend ourselves, regardless of what the U.N. does.
