He is saying grow the govt. by only 4 percent, so he has obviously factored all of this in. A 3% discretionary spending increase relative to the 4% salary increase would be better.
That would be an incremental decrease in the size of government relative to salaries -- something we should strive for.
Anyway, tort reform, a partial birth abortion ban, excelerated tax cuts are all good news.
And of course the president made it clear, that we will defend ourselves, regardless of what the U.N. does.

LIEberman/Clinton ticket 04, with the idea she can run him during his two terms, then run for pres. for two terms thinking she can effectively be pres for 16 YEARS.
I'm not saying the dems would get in, I'm just asking if that's what she's thinking!!
