Yes it does. When they steal to get money, it violates someone's rights.Not all drug addicts do this---and fewer would do so if drugs were legal and thus cheaper (cf. alcohol addicts).
When they end up in the hospital emergency room, and we have to pay for it, it violates someone's rights.
Not all drug addicts do this---and it's our elected representatives that have imposed this requirement on us.

I don't know, I never did heroin. I think, they are about the same. Either way, the users violate our rights, simply by being addicted. They cannot work, so they have to steal. They have to go to our hospitals. The committ crime, see not working, and fill up jails. All those violate my rights, and yours.

Ooops. Well, still, my later comment holds: If driving her 13mpg Explorer is supporting terrorists, then driving her 23mpg Volvo just takes her about 76% more miles to support the same number of terrorists.

False---some alcoholics do hold on to regular jobs, and many alkies get enough from panhandling, can collecting, odd jobs, etc. to pay for their cheap-because-legal drug.

Whom would you think? God, I suppose. And if His ownership of our bodies were a legal as well as a moral fact, it would be relevant---but it ain't.
To put it another way: God does not state (in any way that may be legislatively recognized under the Constitution) how He wishes to exercise His ownership rights over our bodies; for governmental purposes, some earthly person or persons must be taken to have full stewardship over Joe Smith's body. And there is no Constitutionally admissible basis for recognizing anyone other than Joe Smith as steward of Joe Smith's body, or for allowing any other person or persons to countermand decisions Joe makes in exercise of that stewardship.
