A WMD attack on the US cannot achieve victory for the Islamic entente -- and thus is wasted with American forces mobilising in the Gulf. In checking the US assault on Iraq -- by severing the weak British link -- they are able to reshape the geo-political framework and permit spiking oil prices and the coordinated Saudi led attack on the dollar to do the heavy lifting against a shattered Western economy.
The American public understands 9/11 style attacks versus the US mainland and can be driven into an inefficient frenzy by such. The same American sheep could not care less if Britain is crushed and are much to out of touch to understand the slow drawing of the oil dagger across their ecponomic jugular by this decade's "allies."

First of all, it is immoral to want people to be killed just because they are in a different political party than yourself. Second on all, if the terrorist attacked a major city then they more than likely will strike it in the daytime when many Republicans are working there; so many in fact, that a terrorist attack could make it a net loss for the Republicans.

On the plus side we would declare (rightly or wrongly) that Iraq was behind such action and we would take nuclear measures against Iraq. Measures would also be taken against Middle Eastern types in the USA.
This is one side benefit of continually pressuring and making the case against Iraq. We have a no hassle target to retaliate against in the case of lager scale terrorism against us. No months long investigation of the terror source will be made. We'll just hit Iraq and take over it's oil to compensate. To protect our new Iraqi oil fields we make the announcement that Mecca/Medina/Qom get wiped off the map if our Iraqi operation is messed with.
You are correct and the solution is sooooooo obvious. However, I don't expect it to be done until the next successful and more deadly attack. Then, too little, too late, your suggestion will be implemented and still, the cowboy types will be wailing that they want their right to travel anywhere, anytime and anonymously in America.
