The bomb threat at 8:52 am was an INTEGRAL part of the sniper-car's registration process. Muhammad and Osbourne's shoddy paperwork and records would not stand up to much official scrutiny. The order to evacuate came while the sniper-car's paperwork was being processed, so it had to be finished in a hurry. The MVS employee may also have been an accomplice or friend of Osbourne.
While rushing the paperwork, the MVS employee failed to note a sales price on the title. But knowing that not collecting ANY sales tax would be a instant red-flag, the employee wrote down "$20.00" on the sales tax form.
That was a slip-up. The tax should have been $19.80 if the car sold for $330.00, or $20.40 tax if the car sold for $340.00. The sales tax record would have us all believe the sniper-car sold for $333.33.
The date and time the sniper's Caprice was registered - September 11, 8:52am, was just six minutes after the anniversary of the WTC attack. Workers had to rush to finish the paperwork with little scrutiny, as the building was being evacuated from a bomb threat. This is probably as close to 8:46am as Muhammad was able to time it.
An alternate theory is that the registration paperwork was all prepared and stamped IN ADVANCE, and slipped onto the pile of completed documents as employees were exiting the building.
New Jersey legislators realize what happened here. That's why NJ's GOP leaders are now demanding background checks be done on all MVS licensing employees. NJ Democrats are resisting the idea.
Very interesting. I think the DMV (Dept of Motor Vehicles, depending on what your particular state calls it) should be subject to particular scrutiny everywhere. If you can get a driver's license in this country, you have ID that suffices for just about anything, and these people have a lot of power.
But if they are financially corrupt or ideologically motivated employees, there is a serious weak point in the system. Remember the DMV employee who was murdered in Tennessee earlier this year, obviously because she was involved in something like this?
DMV employees should be carefully checked, and members of certain organizations (al Fuqra, for example) should not be hired. They are low-level bureaucrats but control a lot of information and have what one might describe as "authenticating" powers.
The same goes for Post Office employees, who are people who have access to everywhere and whose activities are never questioned. I've always thought that there was probably a postal service employee involved in the anthrax mailings, whether or not he was fully aware of exactly what he was doing.
Low level state and federal government employees are ideal tools for terrorists.
