I'll bet you a dollar to a donut that if states called out their national guard, Bush would nationalize them and order them to stand down. That's because the National is federal. Texas and maybe a couple of other states have a STATE guard that answers only to the governor.

I'm not going to argue with you because you may be right. My understanding is that Governors are free to use these federal reserves. In time of national disaster they frequently call them out. It is only in the instance of a conflict of policies that the President will step in and nationalize their services in any given instance. For instance, when George Wallace stood in the door of the school in Alabama and forbid the Black kids to pass, Kennedy nationalized those troops and told them to get those kids into the schools by force if necessary.
