I'm not going to argue with you because you may be right. My understanding is that Governors are free to use these federal reserves. In time of national disaster they frequently call them out. It is only in the instance of a conflict of policies that the President will step in and nationalize their services in any given instance. For instance, when George Wallace stood in the door of the school in Alabama and forbid the Black kids to pass, Kennedy nationalized those troops and told them to get those kids into the schools by force if necessary.

I'm not going to argue with you because you may be right. Not trying to argue here at all. It's just that Texas has a special State Guard in addition to the National and Air National Guard. The difference is that they cannot be federalized without the consent of the Governor and the General in charge of the 5 Brigades in the state is appointed by him as well.
