I think the Daschle amendment will pass. McCain, Chafee, Collins, maybe Specter and Snowe will defect from the GOP. The GOP only picks up Miller and Barkley.
If they vote for the Daschle amendment and then pass the Homeland Security bill, it has to go back to the House AGAIN!!
I think the GOP messed up tacking this stuff on at the last minute. I don't mind the provisions but they can be included in other bills, like a major TORT REFORM bill.

I think this is a win-win. The RATS will be seen as obstructionist if they stop it. If it passes, the President is seen as succeeding with a Lameduck Congress.

No Republican should be caught supporting this Homeland Security Bill. It's simply not conservative. It rewards offshore tax traitors and is an invasion of privacy for U.S. Citizens.
The problem of terrorism in the US is attributable to the INS.
