Wrong. They were part of the Cease fire agreement of March 1991.

Actually, yes the Pakis DO have a navy - they leased a bunch of ships from us at one point. In fact, during 'A' school in the navy over a decade ago, I trained on Radar and NTDS alongside a bunch of sailors from Pakistan. There ship I believe was called the PNS Suqqat... (fun name, that)
But I digress...

Call me silly, but my reading of that would indeed support the claim of a material breach of 1441 if Iraq, after accepting the resolution, would then fire upon allied aircraft. But the Eurof*gs will, to use the words of Lady Thatcher, "go wobbly," no doubt. Dubya needs to establish the precedent of what "zero tolerance" means, right now.
Let's get this over with, already.

They don't call it the "Mobile Chernobyl" for nothin'. Hey, there is part of the southern no fly zone that is not recognized by some in the U.N. Not sure exactly when, but the U.S. and U.K. moved the Southern Watch boundary north a degree of latitude in response to Iraqi violations and threats to Allied aircraft. It was sometime between 95 and 98 (My two cruises in support of Southern Watch).
As for improvement to SAM capabilities, it is prohibited in the 91 cease fire to make any improvements or to move fixed SAM sites in either of the no fly zones.
