Let's keep a live commentary thread going again today. The FBI Tip Line #1-888-324-9800.
All seems quiet since yesterday's news the shooter may target children specifically. It was released on various news outlets the shooter's 3-page letter to police was in broken English and threatened extreme violence. Police announced an electronic transfer of $10m as requested by the shooter was not possible but other options for transfer remain open. No one seriously believes police will actually give the shooter $$, but police are trying to keep a dialogue open with the shooter in an effort to capture this monster.

The whole "duck in a noose" thing sounds to me like marching orders.Ditto. I don't like the sound of it.
To: bcoffey
"Eat your own fur?" Whaaaaat?
To: abner
Here is one anagram for 'a duck in a noose'- CIA NUKED SOON
Wow
To: Mo1
No, there's an extra "a" in the anagram that doesn't fit.
To: TexKat
Why would they ask Moose to say "We caught the sniper like a duck in a noose" if they hadn't?Check out Pete's folklore explantion above. It would mean they had actually failed to catch him. IOW, he's taunting the police.
Yet the "code" must be meaningful to someone other than the sniper. Otherwise it's a purely private joke with no sharing the punchline.

Screw the Sniper-- Let's Just Bomb Baghdad!
I Know That'll Make Me Feel Better.
To: commish
Thanks commish for the info.

The "Duck in a noose" means the tables are turned. The duck gets away and the hunter falls victim to his own cleverness.
Nice find.

Read #3651 and it will make sense.

"No, there's an extra "a" in the anagram that doesn't fit."
Not if you take out the unnecessary word 'a'....
To: Tree of Liberty
No, there's an extra "a" in the anagram that doesn't fit. Just reporting what is on the anagram server.

Like I said, this is Wednesday, had to teach a Bible class at church, then feed kids, do homework (help with homework), get kids baths, get kids in bed. And all this would come on the night I couldn't be online. What luck.
Anyway, I must keep telling myself to take deep breaths. What with the goings on in Russia, still need to get updated there, and now this. I am confused. Mohammad may not be the sniper. This may be terrorist connected (and I had earlier today convinced myself it wasn't) and the message from the sniper with the duck/noose line. And then the line from Moose to call us, we have information for you on your options. Very cryptic, and very unsettling.
code to other cells, a challenge to the sniper, a challenge from the sniper, the sniper yanking the LEAs around more. The only thing I am certain of is that IMO this thing is far from being over.

"Ditto. I don't like the sound of it.I don't like it either and this is not over...there is a cargo truck or a van somewhere that may have something BAD in it.
To: chnsmok
They always hide from things they don't want to hear.
To: TexKat
Because he thinks he has total control. He believes he is running the show.Like the rabbit in the story, the police are "stumped."
To: Dianna
Yeah, no one would check the cc number... Exactly. There is a bigger game afoot. This is no lone actor; nobody, not even an insane person, would use the CC they stole (perhaps from a person they killed) as the drop point for a ransom.
To: Mo1
Never mind, I was doing an anagram of "A duck in a noose".
To: GeorgeandtheDralgore
So it just struck me that Moose said "this charge is not related" and not "discharge is not related."
Seems to me that sometimes, pronunciation could be important. This is not run-of-the-mill Moose-talk-bashing, but rather, concern that some of his messages, to us or to the sniper, may be unclear enough to cause detrimental confusion.
