Mr. Moose just held another news conference. Said the Police Department couldn't communicate electronically with the sniper in the manner he requested. What a mess.
The police said call back to get an 800 number or a PO Box.

This says Moose retired. What's the truth?

"1. Publish the Ponderos note in all local papers and on television. Use the actual note so the handwriting is available. Someone just may be able to identify a suspect from this information alone."
This was how the unabomber was finally caught. His own brother read his writings and realised the style was a little too close to his brother Ted's.This tactic might work.

Thats how they 'fire' people at that level in the northwest... helloooo?

You would think an eyewitness sketch would have been released, unless they really don't have any positive ID's.

"the reference to this being about more than violence may be a way to let the world know who is behind the killings and to shape world opinion at a very critical time. Of course, if this is just a loose kook, none of this applies. That statement just reminded me of something my dad said two weeks ago. "9/11 gave our government the excuse they needed to invade and take down Afganistan after 15 years of CIA involvement. Could this lead to an MET that gives Bush what he needs to finish off Hussain? I believe that the militant Muslim groups of the ME need to be exterminated on a rush basis so that the world can rest a little easier and send a darn good message to terrorists in general. - YOU'RE A DIEING TRADE, CHANGE JOBS BEFORE YOU ARE TERMINATED! - "
I paraphrased some but I feel the same way. I also want to say that we can't keep jumping to the conclusion that every disaster/plane crash/illness outbreak/serial killer is a terrorist attack it just shows the terrorists just how deep they cut and how well they succeeded in their 9/11 attack. Lets assume this guy is a lone nut job until it is made a fact he is not. Then we can unload our entire US arsenal into the belly of terrorism.

I am seeing a lot of speculation about what is going on and a lot of criticism of those in charge, but I really haven't seen a lot of serious suggestions about how to go about catching this guy or these guys, no mattter who they are.
I think the cops are going to have to release all notes
(no matter how bad the threats) and clues they have
about these shootings to the public......as nothing the
cops are doing has worked yet.
This worked on the Uni-bomber case, and many more.

That sounds like a good idea.
I was wondering about what he said to the sniper at the end. Saying that no one should be able to threaten our way of life in the area or our nation. I'm paraphrasing but, found it interesting that he mentioned the nation.

The 'expert' you're referring to is I think Cliff VanZandt. These talking heads bounce from studio to studio,if he said audio tape instead of audio so be it.If he wants the FBI to replace Moose, thats good enough for me.
To: CharacterCounts
My thoughts too....they have to publish that note, &
reveal any clues they have......
I like your idea of warning the public, & asking for their
assistance also.....

I've always stated that a killer with no real psychological motive, striking randomly, not fitting a profile, is impossible to catch if he's smart and Murphy's Law doesn't intervene. I think the only way you catch someone like this is through blind luck.

" Jerry Nachman MSNBC raised the race question in asking today if thats the reason Moose is still in charge of this multi-crime scene investigation. The experts he asked the question stated they hoped not, but emphatically said we want the FBI."I strongly believe that Moose is not in charge of this investigation. Since this started in his jurisdiction and he's been the spokesman from day one, I believe he is now the "face" of this case. However, I do believe, at some point after this spilled over into other jurisdictions, the FBI took charge.

How long are you going to allow the completely inaccurate and misleading title of this post to stand as is?

Two thoughts - one off the wall, one scary.
1st - if and only if this is the work of a team of terrorists, then it is possible to handle a wire transfer and get away with it. Simple. One terrorist walks into designated bank wearing a big ol bomb with a deadman switch. Goes into office with two bank officers who have authority to make the transfer. At that point the terrorist gives them the information for the destination account (in a bank in Indonesia, of course.) They do the transfer. Terrorist releases switch, blows up self, two bank officers, and everyone within 200 yards. No one living (except remaining terrorists) now know where the money went.
2nd - the scary thing. Now that someone has demonstrated how easy this is to do, REGARDLESS of whether this is a lone nut or a terrorist group - how soon do ya'll think it will be before we have dozens of copycats?

This just hit me as I was posting on another message board.
One week after the guy shoots a kid, he leaves a note saying "your children are not safe anywhere, anytime." Of course, frightened parents are going to believe this threat is real because the guy already has shot a child....which is exactly why I am inclined to believe it is NOT real. He shot the child last week so that he could make this threat this week and scare the crap out of all of us parents, and thus get us to put pressure on LE to accede to his demands. Notice the child is one of only two victims that survived.
I also believe LE saw this the same way, and this is why they did not want to release this part of the note. When they put it together with the rest of the note it probably looked to them like the guy was blowing smoke. But thanks to our local idiots in the media who pushed and prodded and published rumors all day long, the authorities had no choice but to go public with this part of the note, and it has had the desired effect of scaring the crap out of all the parents here.
Thanks again, all you media dumbasses!!!

From Article:
Moose, who will earn $125,000, retired last month as the Chief of Police in the City of Portland, Oregon, where he served six years in the top post.Moose is now Chief of Police in Maryland
A person can retire in one state and go to another.

Is Moose competent?
Well, if *anyone* cares to listen to me, and I've done criminal prosecutions in this neck of the woods, the answer is so definitely:
It does not matter. There is no way Moose is in charge of this investigation. It's doubtful at this point that even he believes he still is. The feds are doing this one. They have no interest in being a press contact. In fact, the more genuine and clueless Moose seems, the better for the feds and the element of surprise.
As to whether Moose *is* competent -- hard to say. Doesn't speak well BUT a lot of really good cops don't. Sure, they can't spin smoothly like Stephanopolous -- but they have good street sense and people sense and tactics. So I don't think talking smooth is synonymous with good cop.
Bottom line: not trying to be picky, just trying to be helpful: doesn't matter if he's competent, he's just a puppet in the hands of the feds now, and the fact that he ain't talking good doesn't mean a thing anyway.

Exactly, and that is why the released the info about the threat to the children. I guess having a bunch of dead kids on their hands might be too much for some of them and they decided to let the parents decide the fates of their own children while they allow the sniper to continue to hunt.

I read that the sniper was communicating over the phone using a voice scrambler. He seems to be quite savvy about not having his location traced through phonelines.Putting copys of his notes and letters into public view through the media seems like a smart thing to do at this point. As you pointed out, this is what solved the unabomber case.
