Moose is now Chief of Police in Maryland

A person can retire in one state and go to another.

Publicly, he may have "retired". I know you have no reason to trust me, but I live in the area and I remember his stint as COP. He was pushed into that retirement.

This is the Mayor's take on how Moose left the PPD.

"In 1999, with the input of a diverse group of 18 local citizens to screen candidates, completed a local and national search process to hire Mark Kroeker as Portland’s new police chief after Charles Moose resigned to take a position in Montgomery County, Maryland. In appointing Chief Kroeker, gave special recognition to Lynnae Berg for excellent service as acting chief following the resignation of Chief Charles Moose.

This is how I remember it.
