This was a CYA move by Moose in case another kid gets shot. Otherwise, if he didn't reveal this part of the note and another kid got shot, he would be (unreasonably) crucified. As it stands, though, to protect his own butt, he has furthered the objective of the sniper (or someone pretending to be the sniper) by terrorizing people.

I can't fault him, though. When I think about it, when you're dealing with Terrorism and this situation that Chief Moose is in, it seems like it's a Heads you win, tails I lose situation to me.....
And I don't see it as Chief Moose terrorizing people. I see it as an attempt to get people that might have their heads up the you-know-what's to be alert. There are stupid people out there that you have to scream at to get their attention, you know?.....
If this Sniper weren't being a bad boy, nobody would have ever heard of Chief Moose. He's just trying to do his job, imho.....
