The shooter usually uses a wooded area for cover .. they should be staking out these areas if they can Whole lotta wooded area from Maryland to southern Virginia. Even if you took care only to post people in sections off major highways, there probably aren't enough cops in the region to do such a thing. Besides, if you staked out THIS type of area or THAT type of area, the shooter would just change his MO. Sitting around waiting for the guy and hoping that you've anticipated where, in his very broad range, he'll hit next is a useless reactive tactic, IMO.

The shooter's so far shot mainly around malls, gas stations on freeways, and the like. There can't be that many such places in that area. Simply send a cop out to look around and see if there's a likely place that the shooter could use. Then stake those areas out at random. Make absolutely certain that no one knows they're being staked out. It might work.
If that's too expensive, something like a remote night vision camera might work.
