The shooter's so far shot mainly around malls, gas stations on freeways, and the like. There can't be that many such places in that area. Simply send a cop out to look around and see if there's a likely place that the shooter could use. Then stake those areas out at random. Make absolutely certain that no one knows they're being staked out. It might work.

If that's too expensive, something like a remote night vision camera might work.

Someone mentioned military in camouflage hiding in the trees.. They just need to DO IT!! He's working out of woods..how hard can it be to just place them on little tree deer stands or whatever they're called
