White Dodge Caravan with Tinted windows on side. Dodge Caravan next to phone booth in Richmond. Doesn't look like described vehicles.

Fox said phone booth is surrounded and man in white truck has been arrested. So, are there two people? Surely they wouldn't surround an empty phone booth, would they?

WRVA reporting it was a white and grey van. Suspect arrested. Location is an Exxon station at the corner of Broad St. and Parham Rd. (this is a big intersection for those of you not familiar with Richmond).
Now they're backpedaling saying it may or may not be related to the sniper.

They're saying this is the furtherest "south" anything has been reported.
This CANNOT be the guy! How could he pull all the shoootings off and then do something THIS dumb?

According to sheriff's departmemnt, per Fox, the white van is considered a suspect vehicle in the sniper slayings.
