AHHHHHHHH ok....so we leave the conspiracists and the 9-11 theory (nine dead and 11 shot and he has STOPPED) for drug addled phychics....surely NOT!
Hypnotizing is useful...sometimes in the deep recesses of of a mind in shock...info remains...they are hoping to get info on a license plate...BUT let's face it...that is an object that can be changed daily...a vehicle...it too can be changed daily...firing weapon...it too could be changed daily...they have to face facts...the GUY is HIDDEN, commits a crime, remains hidden when he leaves the crime scene, HE IS HIDDEN and until someone turns him in or DISCOVERS him in hiding...they will not catch him.

Hypnotizing might work but I'm more inclined to ask people to lie down, close their eyes and relax and retrace their steps. I can't tell you how many times I've found something that way.
