I think that if they were terrorists who were targeting Linda Franklin specifically, they simply would have walked up to her and shot her, because she obviously was not under any special security protection or otherwise hard to get at. There was no need for them to kill 8 other people first, running the risk of capture before they ever got to her.
As for a pyscho with a private vendetta against somebody, I can't imagine they'd do so many killings just to get at one individual. Perhaps one or two, but certainly not 11 carefully orchestrated (but again, risky) attempts.

Linda worked for the National Infrastructure Protection Center, which mainly deals with cybercrime. It is relatively speaking an obscure geek-type technical role, and to my understanding she was not an agent.
