Since 1998, cable companies have been required to be part of the EAS just like radio and TV stations. And when they run their tests, they are required to air them simultaneously on ALL channels. (Otherwise, there wouldn't be much point, if you think about it. The idea is to insure that if you're stuck in your Lay-Z-Boy watching HBO instead of a local station, you'll still get to find out when the tornado's about 1000 feet from your front door.)
I live in VA and they have been cutting in with that emergency "test" that they said they're required to do once a month, every couple of days now. Hmmm...
No, they have to run the test once a week, and a slightly more complicated test once a month. (The monthly tests are the ones where you hear the robotic voice telling you "This. Is. Only. A. Test." The weekly ones are where you just get the blue screen and the deeply disturbing 110db beeps.) And the tests have to be on different days and at different times each week. And the cable system has to run their tests, while the TV stations have to run separate ones ... and it all adds up.
My guess is that they realize it is terrorism, but they can't say that until after they catch them. An activated terrorist cell would really have people serpentining throughout the region. You would have backlashes against mosques, etc. Then, the police would be bothered with dealing with the resulting hysteria instead of trying to find these guys. It sounds as if there are enough LE in the area. Did I hear about 400? I would double or triple that number. LE has to flush these guys out while keeping the citizens moderately calm.
This is just a guess, but I believe that the minute these guys are caught, multiple cells will activate doing the same thing. Their mission is to invoke terror. With the D.C. snipers, the US has already experienced the "terror learning curve". The instant it happens in another city, citizens will immediately be as frightened as D.C. area residents. The shooters won't have to keep up the pace the D.C. snipers set. About two a week would be adequate to fulfill their mission...

This sounds to me like your cable company is having trouble with its EAS equipment. (How many subscribers does your cable system have? Systems with less than 10,000 subscribers did not have to join the EAS alert system until just this month. So if it's a small cable system, they're probably just still tweaking the equipment.)
I would suggest just calling your cable company, asking to speak to the chief engineer, and just ask him point-blank what's up. Or you could email the FCC's EAS department and ask them if there's been an order to increase the tests: eas@fcc.gov.
A lot of comments on this thread is negative to LE, well I think that the rush to judgement media deserves a good proportion of that negativity. They can't hold water. They are informing the killer or killers of LE every move. They will be the death of all of us one day. Sure there are things we need to know, but what we need to know is the thruth and not what the media and talking heads speculate. On Monday, a couple of hours before the HD murder, Jerry Nachman on MSNBC all but bet his life on the guy whose girlfriend had grazed him over the weekend and was under police questioning was the guy.
I believe this to be apart of the terrorist movement, we have the Portland arrest, the American soldiers shot in Kuwait on the same day the Maryland shootings started. I may be wrong, but I have always thought this is related to the terrorist.
