CNN Headline News is reporting that a woman has been shot near a Home Depot in Falls Church, VA, and that authorities are investigating whether this is another sniper attack.

FWIW--I think it would have been far more difficult for them to get away from the Michael's which is on the upper level of the strip-center and faces on RT 7 rather than the major highway, RT 50 onto which the lower level faces..

The first king of Israel, called Talut in the Qur'an. Al-Baqarah 2:246-251 describes a story that exhorts the Israelites to fight in Allah's way. However, a few discrepancies with the Biblical account (1 Samuel 8) can be found:
- The Qur'an was not able to give the name of the prophet, nor the king. The prophet was Samuel, and the king, Saul. Saul was called Talut in the Qur'an (see YA:, S:, SA:, RK:)
- The Israelites asked for a king because the judges (i.e. leaders of Israel. At the time of the incident in 1 Sam 8, Samuel's sons were judging Israel with Samuel as Israel's spiritual leader) were evil, and they wanted a king just like other nations. The Qur'an says that the Israelites asked for a king to fight in Allah's way, because they had been forced from their homes! In the Bible, the Israelites left Egypt by God's command.
- Samuel was displeased with this proposal, and asked God. The Qur'an said that Samuel asked if they would fight for God if they were so commanded, indicating an agreement as long as they were to follow what God decided!
- God was also unhappy with this, for it meant that they had rejected God. God also told Samuel to warn the Israelites of the consequences of having a king. The Qur'an said that the result of asking for a king was to fight, indicating no displeasure at all!
- The Qur'an says that fighting was prescribed and that the Israelites failed to fight when the time comes. The Israelites, under the judges, have already been fighting their enemies, especially the Philistines, long before they asked for a king!
In the first battle of Saul, the Qur'an said that he separated the people and picked only a few as they drank from the river. This was not mentioned in 1 Samuel 11-12. Instead the story is to be found in Judges 7, where Gideon lead the Israelites for battle. The first battle of Saul also did not involve Goliath and the Philistines. Instead they were against the Ammonites (1 Samuel 11:1). Goliath come on the scene later when the Israelites were taunted by the Philistines, and David volunteered to fight Goliath. The Qur'an implied that David was serving with Saul at his first battle!
It seemed that Muhammad knew the stories of the Old Testament, but somehow mixed up the different episodes. We see historical compression at work here.

So no, I don't think it's police ineptitude that has us hearing analysis instead of seeing a live standoff on one of the many clogged roads of this area. I think it's that our roads are screwed up beyond belief, and police aren't always instantly blinked right onto a crime scene and so the killer was likely gone prior to police arrival. My guess would be that witnesses saw and reported the direction of travel but that it was too little, too late. This could very well be the case but I was surprised at an eyewitness account in the parking lot of Home Depot that helicopters were at the scene within seconds of the shooting. I got to believe the LEOs are close to apprehending the Killer, especially after getting what apparently is a good make on the car and perhaps the killer himself.

olive skinned I'd like to point out that in those orange streetlights, I look olive-skinned. And I'm about as fair as they come. I'm not saying that this wasn't an olive-skinned guy - and heaven knows there is no shortage of olive-skinned people around here - but there's the possibility that the coloring was off because of the lights.
Local news (Channel 8, all news, mostly local all the time) just pointed out that the van they're looking for is probably white, not cream, because the lights change the way it looks. Same principle with skin.

Does tumbing mean it's malfunctioning? It depends. Tumbling prior to impact is generally not good because it will seriously degrade accuracy. But, if it doesn't tumble until after impact, it might be OK -- depending on whether you wanted it to do that.
The problem is that designing a firearm to induce tumble upon impact at a certain range means that the bullet will be unstable at ranges longer than that.
So, there's no single answer, unless you specify the constraints of the question.

Police are correcting vehicle description to white or cream colored Astro van. Parking lot lights and night could shade van color.

Exactly. The sniper takes advantage of delays and confusion which arise in a multi-jurisdictional investigation. It doesn't take a genius to figure that out, just a guy with rudimentary knowledge of civics and a map.
