If his point is just to spread chaos then moving to a shotgun would make sense. It will be more difficult for police to determine if its the same guy with no bullets or bullet fragments with rifling. The point might be to make every shotgun killing worry locals and spread fear wider or it might be as part of the game with police.

But actually I hope your right, if a Shotgun was used that means he had to be close and that would mean good witnesses to the vehicle, most likely....
