This Killer Doesn't Fit the Expected Profile
NY Times ^ | 10-08-02 | FOX BUTTERFIELD

Experts in mass murder and the profiling of killers say the sniper who has killed six people in the Washington metropolitan area does not fit the usual categories, and that may make the case much harder to solve.

Most mass murderers, for example kill to settle a grudge or avenge a perceived wrong, targeting victims who are relatives, colleagues or members of an ethnic group they hate, the experts said.

The majority of gunmen committing multiple murders in recent years also used semiautomatic weapons, fired several times, and ended up either killing themselves or remaining at the scene to be captured.

But the sniper in the Washington area has picked his victims seemingly at random, firing a single round from a considerable distance and escaping while leaving behind no obvious clues. He has used a hunting or military-style rifle, leaving no shell casings for the police to investigate as evidence until one was found today.

The profilers know that this killer is cool and cautious. They do not know much more than that.

"Since there is no evidence of a motive, or evidence that this person is trying to get even with society, what is left is killing for sport," said James Alan Fox, the Lipman family professor of criminal justice at Northeastern University, who has written several books on mass murderers.

The sniper's use of a single shot also suggests less anger than mass killers normally have, Professor Fox said. "If he was expressing his anger or frustration, he would continue to fire, creating a blood bath. But this guy is coolly and calmly finding victims, taking a very accurate shot, and then escaping."

"I think he is hunting or target shooting with humans," Professor Fox said.

Raymond Pierce, a retired New York City police detective and criminal profiler, said he could think of only one similar case. In 1994, a lone gunman set up a hunting rifle equipped with a sniper scope on a tripod outside a diner, a gas station and a Burger King restaurant in small towns in Suffolk County, N.Y., firing a single bullet each time at individuals inside.

One man was killed, a woman was badly injured and a third intended target escaped harm when bulletproof glass deflected the bullet.

The shooter turned out to be a gun enthusiast, who targeted his victims "for the thrill of it," said Lieutenant Jack Fitzpatrick of the Suffolk County police homicide department. The gunman, Peter Sylvester, was eventually tracked down, convicted and is now serving a life prison sentence, Lieutenant Fitzpatrick said.

Mr. Sylvester also carried out his shootings by firing only one round each time, Lieutenant Fitzpatrick said. He carefully placed a blanket beneath his rifle, and left no shell casings at the scene.

As with the Washington-area shootings of the past week, the Suffolk County shootings in 1994 created great public unease. More than 100 Suffolk County police and detectives were assigned to hunt for the sniper. The case was solved when the police received information that a Remington .35 caliber rifle had been stolen from a gun store in a burglary and that the weapon was sold to Mr. Sylvester.

A bullet recovered from the body of a man killed in the diner matched the markings of a bullet fired from the Remington, Lieutenant Fitzpatrick said.

Professor Fox said that it was unusual that the shootings were continuing. Mass killers usually end up dead or captured at the scene of their shooting, he said, or if they are not seriously emotionally disturbed and able to plan carefully, will stop their killings when the number of police in the area increases.

"But this guy may be getting an added thrill out of continuing to outwit the police even while they are looking for him," Professor Fox said, noting that there was another victim today, a 13-year-old boy shot outside a middle school in Bowie, Md.

A number of studies of mass killers have found that they usually give warning signs to friends, relatives or co-workers, talking about their grievances and threatening to take some violent act of vengeance. These studies have shown that mass killers, contrary to popular belief, do not just snap. Unfortunately, these warning signs are usually ignored until too late.

One of the most widely publicized rampage killing involved Colin Ferguson, a black man frustrated by his failed life who blamed white racism for his troubles. In December 1993, he killed 6 people and wounded 19 on the Long Island Rail Road before being subdued by other passengers.

The bloodiest rampage killing took place at a Luby's Cafeteria in Killeen, Tex., in October 1991. George Hennard, a delusional man who had told an F.B.I. agent that a secret national conspiracy of white women was plotting against him, crashed his pickup truck into the restaurant and opened fire. He killed 22 people and wounded 23 more before killing himself.

The difficulty of tracking the Washington sniper reminded Joseph Borrelli, a retired New York City chief of detectives, of a year-long wave of killings by David Berkowitz, known as Son of Sam, who shot and killed six people and wounded seven others in 1977 as they sat in their cars.

"The complete absence of a motive is very similar to Berkowitz," Mr. Borrelli said.

"We never did establish a motive," Mr. Borrelli said. "When we caught him, he claimed it was the devil talking to him through the dog; that was his story."

Mr. Pierce, the retired profiler, said the Washington sniper seemed different from the angry, emotionally unstable type of killer. "He is a very calculating person, preoccupied with escape," Mr. Pierce said. "He is not out of touch with reality."

"He may have an antisocial personality disorder, and thrive on power and control," Mr. Pierce said. "But he is not psychotic."

This does fit in with some General Swartshkoff (forgive spelling). He said after 9/11 we should expect lower tech efforts to spook us. Efforts by solo functionaries. (i avoid lone gunman)

"Why are they only taking one shot at their victims?"

To aviod getting caught and thus be able to create more terror?

How does this help them avoid capture?

Couldn't agree more. I posted yesterday that these guys are well paid (from Arab oil or Afghanistan\Albanian opium money) assassins. I don't think they are Muslim. Muslims have a tendency to either martyr themselves, screw things up, or claim credit. This guy is ex-military (spetsnaz?) as evidenced by the marksmanship, the use of only one shot, the well thought out get away, etc....He's definitely seen a lot of action as he has no qualms of shooting children. I would guess Russian. They will kill someone for $ 100.00 in Brooklyn. It might even be someone from the Yugoslavian civil wars where they used to take out civilians all the time. Just my hunch.

If it was me I would start asking firms that specialize in protecting overseas executives who the top assassins are. There has to be only a handful of teams like this in the world that would be willing to accept money for killing women and children, have the skill to pull it off without a trace, be willing to withstand the heat of a nationwide man hunt, and be well known enough to be hired by someone with Bin Laden like money and motive.

They should be talking with special ops personnel

I agree. This has all the earmarkings of a military trained sniper firing for the effect of draining rescourses and instilling fear. If they really want to catch this guy they should bring in Army or Marine trained snipers and have them scout the scenes to find out where this team is shooting from. Then maybe they can find some difinitive clues.

mulitable shots from a rifle could be located quicker. Single shots helps them in concelment and being located at or around the seen. Im not even sure there as been a report heard from a rifle/handgun in these crimes. Thats even more of concern to me.

Mustn't frighten the "sheeple," ya know.

My guess is that this is a continuation of what began on 9-11. My only questions are what took the bastards so long and where will they strike again?

If these shooters were cautious and set their vehicle up properly, there'd be no need to flee quickly. They could hang around for some time until just before the cops showed up then slowly drive off.

And what BETTER place to wage a campaign of offing innocent victims than Montgomery County, MD and DC where only the cops -- and the bad guys -- are SUPPOSED to have guns.

The shooting in VA MAY have been a bad choice as I believe VA does have a CCW law on the books.

These morons MAY have some surprises if they try this crap down south.

(1) The single shot maximizes ability to escape and continue the "opertion". It is very hard to identify the direction and distance of a single shot. Multiple shots would give people in the area, alerted by the 1st shot, an opportunity to identify direction and distance and thus see identifying factors (vehicle, clothing, facial characteristics.)

(2) My 2 cents on terrorist versus sociopath. There is no detectible difference. A terrorist is a terrorist by occupation, a sociopath by psychological inclination. A person who will do these shootings is a sociopath by definition. And sociopathy is subject to self control. Whether or not this person is a terrorist by occupation remains to be seen. Remember that if this turns out to be some middle class, suburban dwelling, lives next door white guy killer - he could still eventually send "Al Qaeda" type notes to the cops to throw them off.

(3) The satellite tracking of vehicles is the best idea. However someone in the govt will have to direct the NSA to stage a satellite over the area. Usually we don't use our spy satellites over our own territory - they are out looking over Iraq and Afghanistan right now (as well as Russia, China, N. Korea, etc.) But if this is done then yes, something on the vehicle could be detected.

(4) We might get lucky - someone, sometime, will have a video camera and will capture this turkey and/or the vehicle.

I agree, this person would be a serial killer, not a mass killer.

The thing that strikes me is the frequency of the attacks. It seems to me that serial killers that go on a spree of some sort are usually "disorganized", and are not usually concerned all that much with evading capture. They are usually delusional, and caught fairly quickly because of their mistakes.

"Organized" serial killers would be too circumspect to kill so many so quickly, knowing that it would increase the likelihood of capture, if only by dumb luck. Berkowitz and the Zodiac didn't knock of 6-7 in a few days. Organized killers nearly always get a satisfaction (sexual, power or otherwise) from the killings, which lasts a while. They kill again when they need their fix. This guy isn't giving himself any time to "enjoy" it.

With so many crime scenes, if this guy was "disorganized" he most certainly would have been caught by now, unless he actually has left a lot of evidence at the scenes that the police have chosen not to tell us about. But even then, he probably would have been caught running a red light with a gun in his car or something.

But as an organized killer, I just don't see him taking the risk of so many attacks so quickly in public. What is the reward? He isn't even giving himself time to sit back and enjoy the fear of the public and the failure of the police. That is a big part of the Berkowitz and Zodiac cases, which I feel are the most similar among the "famous" cases. Both of those even felt compelled to communicate with the public as a way to build the "high."

This guy seems to have the uncontrolled compulsion of a disorganized killer and the circumspection of an organized killer, that is what confuses me.

That is what makes me think that this is either a "cause" killer, Islamic or otherwise, or something relatively new.

What is entirely plausible, is that the only casing found is actually a plant. Normally when I go to the range, there are always several empty casings on the ground, .223, 30-06, .308 etc, and a slew of other "common" calibers.

Whoever this dirtbag shooter is, and as sick as it sounds, he's a pro. He knows the terrain, and an expert at concealment, evasion and escape. "Losing" a spent case on the ground goes against everything this killer has done up to now. But dropping someone else's spent casing to throw investigators off is entirely possible.

The shooting in VA MAY have been a bad choice as I believe VA does have a CCW law on the books.

Im not to sure a person with a ccp would be able to help much unless they are a direct witness to ware these shots are coming from in this situation. But it still gives you a warm fuzzy feeling just knowing you have it.

I would also recomend people purchasing a decent med kit for there autos and such. (the large military mediacal packs run about 100-150) I think that could be a great help in these days of cilvilians being gunned down, and looming terrorist actions in our country.

Not only you might get a chance to off one of these badguys but you might be able to save a victim as well.

Let's see. . . marksman. . .uses rifle. . .bases attack on single aimed shot. Attacks from hidden place of safety, then disappears with little or no trace. Sounds like a sniper to me.

It could be terrorism. I had read earlier, perhaps on FR, that terrorists had planned to do this kind of crime. Hopefully they will consider that angle. Also, Elijah List has sent down a request for people to pray that the killer(s) would be found within 48 hours. So, prayer warriors, let's pray that they are found during that time frame. Love, M

Just a note:

We don't know it is only one person.

We don't know it is a guy.

We don't know the physical characteristics of the person or persons.

All we know are:

People are dead.
There is more than one with the same fire arm.
They deceased all had the same caliber bullet.
At present, there is no distinctive connection for all the people shot. (other than opportunity)
Only one shot has been known to be fired in each case.
If there is more information the police are not releasing it.
The media is focusing on "the gun".

it's truly anyone's guess as to what sort of firearm is involved here.

I thought they found a casing. I've been hearing this for days. Why else would everyone be talking about a .223?
