All of the major networks have decided not to carry Bushes speech live.

It may not have been a case of Fleischer "characterizing it any differently," but when the announcement of this address was first made last week the reaction seemed to be comparable to what would be expected if a major development was going to be announced.
Perhaps "reducing peoples' expectations" would be a better way to describe Fleischer's comments this morning.
