FYI - The bin Mahfouz family held the contract to manage this port when the USS Cole was attacked. Their assets in the US have still not been seized to the best of my knowledge. This investigation will probably be hindered like the USS Cole investigation was.

Let's see; the al-Qaida "navy" is working off the coast of Yemen, so off the southern Saudi peninsula coast is a good place to start (I'd add the Red Sea). I also seem to remember that the Iranians weren't exclusively using a bunch of "well-equipped" patrol boats; rather, the boat/weapon of choice was a speedboat with a guy brandishing a rocket launcher and a suicidal maniac manning the till.

While the threat is somewhat more-widespread than the Gulf, the profile is a hellovalot easier to detect (those bomb-laden zodiacs aren't going to be coming in at 50 knots).
