McBride quietly gets rolling Some question Democrat Bill McBride's tactics after a dramatic primary, but he says he's sticking to his game plan. By WES ALLISON, Times Staff Writer © St. Petersburg Times published October 3, 2002 --------------------------------------------------------- TAMPA -- Republican Gov. Jeb Bush has put him on the defensive with a steady barrage of criticism.

His public schedule has been conspicuously light.

He has been forced to spend considerable time introducing himself to much of Florida's African-American community, a key part of the Democratic base. And activists in South Florida, the state's Democratic stronghold, complain he isn't paying them enough attention.

But Bill McBride, a Tampa lawyer and first-time candidate, betrays no worry. As in his upset victory last month over Janet Reno, he says he has a plan, and he simply aims to follow it.

Whatever momentum McBride carried into the Sept. 10 primary stalled, because the final results were in doubt until Reno conceded one week later. That was one week in which McBride couldn't raise much money, couldn't advertise, couldn't court Reno's sizable base of support.

Republicans were surprised his first post-primary commercial, touting his middle-class upbringing and his service in the Vietnam War, didn't air until a full week after that.

Now, with 33 days before the Nov. 5 election, campaign officials and Democratic foot soldiers insist the momentum is back, despite some signs to the contrary.

McBride's campaign also is trying to evolve into one capable of carrying a general election in the nation's fourth-largest state.

McBride has hired a new campaign manager, and the number of staffers and volunteers working out of the campaign's Tampa headquarters has doubled in the past two weeks. They include strategists from organized labor, the Florida Democratic Party and two key Reno refugees -- her former campaign manager, Mo Elleithee, who will focus on South Florida, and her African-American outreach coordinator, James Harris.

Supporters from Tampa Bay to South Florida acknowledge that the campaign has been less public in recent weeks, but they say that's the result of internal reorganization and planning.

McBride's strategy against Reno was marked by focus: Rather than spending his time chasing every Democratic vote in South Florida, where Reno was most popular, he concentrated on central and northern Florida, where he was reasonably assured of making inroads.

In July, when supporters became jittery about his lack of name recognition, McBride held off on TV advertising until he had enough money for a sustained ad blitz.

He seems to be acting with similar restraint now. Rather than barnstorming the state, McBride spent most of last week preparing for the debate. This week he's focusing on raising the money he'll need for more TV ads.

As of late yesterday, McBride had raised about $800,000 in the past two weeks.

And while typically the challenger dogs the incumbent, in this race it's Bush who has attacked at every chance.

"I look at it as understanding what your strategy is ... and what your focus has to be to win, and then sticking to it," said Cathy Kelly, McBride's new campaign manager, the longtime political director of the Florida Education Association who was chosen to ensure that focus.

"Not that you don't constantly measure whether you're accomplishing what you have to accomplish," and reacting accordingly, Kelly said.

On Wednesday, McBride met with black ministers in Jacksonville, then traveled to Washington, D.C., to meet with union leaders. Tonight he has two fundraisers in Miami. On Oct. 18, McBride will join former President Clinton in New York City for a luncheon to raise money for the state party.

Bush continued his offensive Wednesday, saying McBride's desire to change the school grading system the governor created would cost the state $500-million a year in federal education money.

McBride has said he supports higher standards but calls the school grades, based entirely on FCAT scores, "punitive." The test alone should not be used to grade schools, he said.

The governor produced a letter from a federal education undersecretary saying that "if a school's reading and math scores to not meet state-established goals, that school must be identified as failing to make adequate yearly progress," and that would cost funding.

McBride decried that assertion as "ridiculous," noting the law requiring school standards is flexible. But it showed the governor's determination to hit McBride, Kelly said. "I think they're doing that in order to get us off our game plan."

There are signs that McBride is expanding his focus beyond education. As the Bush campaign has criticized McBride for being driven by that single issue, McBride has begun to talk more about expanding economic opportunity for all Floridians. On Tuesday he toured a high-tech firm in Orlando to underscore his desire to recruit high-paying jobs.

Steve Gordon, a St. Petersburg businessman and environmentalist, said he's helping McBride craft an environmental policy now. "Even though education is his top goal, we're trying to get the word out that he is concerned about other issues," he said.

Percy Johnson, a black Democratic activist in Fort Lauderdale who supported Reno, said he fears McBride is wasting too much time before reaching Reno supporters in South Florida.

His view is not uncommon among Democrats there, although on Wednesday Reno spent 45 minutes on a hot Broward County street corner, waving McBride signs with his running mate, Tom Rossin.

"He's behind. He needs to close links," Johnson said. "At the rate they're going, Jeb is going to try to run circles."

Sounds just right to me! My Bush/Cheney bumper sticker became so tattered that it had to come off the car, but my yard sign is waiting for 2004.

I caught a clip tonight. They are airing again Saturday at 8pm and Sunday at noon.

I didn't think his eye looked puffy. The camera shot was squinky eye side which might have made it look a little different. Personally, I think he's been out of sight this week to PLOT & PLAN with his bud MCAULIFFE. Also, to gain some recovery time from the debate debacle.

Newscaster said Governor Bush had been invited, but the date for 'one on one' had not been determined.

Maybe the cameras made him look squinty eyed to me. Jeb's been on Bay News 9 but it was awhile ago. I am guessing that someone from Jeb's official campaign caught McB on Bay News 9 and the next time Jeb visits St. Pete, he'll go to their studios which is in Pinellas.

McB held one hand still but the other hand was still just a goin'. He did ramble somewhat but the interviewer threw him softballs.

They are trying to turn the seniors against Jeb for stating "cutting nursing homes". A reporter slunk into a PRIVATE meeting. Jeb was using the technique called free thought and was thinking from a "worst case scenario" perspective not about actually "cutting nursing homes."

Probably on www.sptimes.com today, (I have the paper).

If this doesn't die down, I think the "worst case scenario" explanation may be the way to go for Jeb.

And, how do people sneak into private meetings? Isnt' that trespassing?

Hmmmmmm, now they have to get Jeb's numbers with seniors down because the EDUCATION thing isn't working out that well for McB?

For my lawyer friends re: Florida Gov Race - A Gannett News Reporter was invited by a legislator to a "private conference" being held by Governor Bush.

Governor Bush didn't know there were any reporters in the meeting and he didn't know "that he was being tape recorded".

The McB campaign is talking of using Jeb's taped remarks in an attack ad against Gov. Bush.

If that tape was recorded without Jeb's knowledge and there was a reporter in the room without his knowledge (probably planted by a dem legislator), ISN'T THAT ILLEGAL AND HOW CAN MCBRIDE put that in an attack ad? Wouldn't that be breaking some well established privacy laws and also campaign laws?

If anybody has a minute, please provide us with a rundown of the applicable statutes. If you don't have time, I'm sure that Governor Bush's attorneys are ready for this. McBride is not very bright if all of the above is ILLEGAL. Fregards, FV

With four weeks to election day, WHEN is McBride going to receive the full examination of his background and dealings from the press?

Oh, I forgot, it's the press that I'm expecting to do their job of investigation of a Democrat. My bad! </sarcasm>

McB is losing so they're pulling out all the stops. We all have to counter all the dirty dem tricks by supporting the Bush/Brogan and all other Republicans who are running.

I wish I knew what legislator "invited" the reporter to a private meeting. Was that part of their oath to trick the Governor?

The legislator's name was omitted from the stp times account. If we find out, we need to call that legislator and tie up his phone lines, don't you think? He probably broke the law as did the Gannett reporter IMO.

The rules vary from state to state. In any situation, taping a phone conversation without telling the other person is forbiden. Taping during a face to face conversation is possible. What expectation of privacy did the participants have? Was the offending party invited? Florida has a privacy ammendment to the statute. Political espionage is somewhat frowned upon. (particularly after watergate. see also the bush 2000 debate tape criminal case)

Consider private investigators who tape wayward spouses in bars trying to pick up undercover private eye operatives. Those face to face conversation are admitted in divorce courts to show expendetures on affairs. (affairs are irrelevant, spending money on affairs is relevant)

Short answer: Yes, they could make a legal argument to get away with it provided the person was in the room for a legitimat reason and not just as a "bug". It is sleazy, immoral, but it flows to the "no controlling legal authority."

Now: is there a federal law against taping political campaign strategy sessions.

they don't have a hammer any more than the owner of the Yankees baseball team has a hammer to have all the fans cheer at the same time. There is a group think among the left. They see nothing but their point of view and that is how things are done. The left have washed themselves into a "double speak" (aka political correctness) and "crime think", or "thought crime." for any opinion contrary to theirs. They surpress by intimidation. Any reporter who wants to make a name by pursuing McBride court behavior or Holland and Knight mis-deeds will be in fear of retribution without the slightest lifting of a finger. Intimidation. So much for the noble free press.

Thanks for weighing in. I'm sure Jeb's counsel is all over this thing as they should be. That's one less legislator that Jeb can trust (the one who invited/let the Gannett reporter in the room). Jeb was unaware that any media were in the room or that it was being taped.

It was a discussion about the "class size amendment" so maybe it passes the campaign strategy threshold. Time will tell. FV

Possibly illegal according to Florida Statutes:

(emphasis below added by me)

934.03 Interception and disclosure of wire, oral, or electronic communications prohibited.--

(1) Except as otherwise specifically provided in this chapter, any person who:

(a) Intentionally intercepts, endeavors to intercept, or procures any other person to intercept or endeavor to intercept any wire, oral, or electronic communication;

(b) Intentionally uses, endeavors to use, or procures any other person to use or endeavor to use any electronic, mechanical, or other device to intercept any oral communication when:

1. Such device is affixed to, or otherwise transmits a signal through, a wire, cable, or other like connection used in wire communication;

...

(c) Intentionally discloses, or endeavors to disclose, to any other person the contents of any wire, oral, or electronic communication, knowing or having reason to know that the information was obtained through the interception of a wire, oral, or electronic communication in violation of this subsection; (d) Intentionally uses, or endeavors to use, the contents of any wire, oral, or electronic communication, knowing or having reason to know that the information was obtained through the interception of a wire, oral, or electronic communication in violation of this subsection;

...

shall be punished as provided in subsection (4).

...

(4)(a) Except as provided in paragraph (b), whoever violates subsection (1) is guilty of a felony of the third degree, punishable as provided in s. 775.082, s. 775.083, s. 775.084, or s. 934.41. 934.02

(2) "Oral communication" means any oral communication uttered by a person exhibiting an expectation that such communication is not subject to interception under circumstances justifying such expectation and does not mean any public oral communication uttered at a public meeting or any electronic communication.

IMHO No hammer is needed as the liberal press works hard to help the RATs because most of them vote for RATs.
