In a paraloft, fixing a chute to fail is tantamout(sp?) to suicide. NIS will be the least the fears for the riggers. I suspect an investigation will get done on multiple approaches.

Military parachutes are typically packed in bulk and quality control is probably better maintained by allowing a limited number of riggers to pack the chutes. They attend different school courses than most parachutists and theirs is a full time job.
Also consider the logistics involved for most Army units. The bulk of the community is geared for larger production lines. The intent is to deliver as much mass of military equipment and personnel to deep locations on short notice. The airborne units have a significant turnover rate and higher attrition anticipated than many alternate billets. In order for everybody to pack their own chutes, significant amount of time would get eaten up coordinating everybody getting into the paraloft to pack their own, more supervision, and then tracking each chute to each jumper.
Easier and more espirit de corps to pack in bulk and issue at random. It also actually increases confidence in the system.
When one gets ready to jump, it really doesn't matter who packs the chute, one should always have their attention focused on the first indicators of failure. If too confident a valuable second or fraction will elapse before deploying that standby. Also by everybody receiving the random chute, there's less chance of a hypothetical sabotage to intentionally murder particular individuals.
Marine units are generally smaller,... which are jump qualified.

Dropped by jet also, I wonder at what AGL. We rarely deployed higher than 500 AGL, although this was an Air Delivery Platoon. Not much time for reserve deployment.

I have great confidence that they'll find the individual that did this. I was a rigger for 2nd AD in Lejeune back in '97 and I know that the procedures in the loft were strict and GySgt. Z is a man that cares too much for attention to detail and accountability.

The reserve is packed by a licensed rigger, but the main is usually packed by the jumper. I know I always preferred to packed my own main. Some jumpers with more money than they knew what to do with would pay someone to pack their mains.
The article says that the pre-jump inspections didn't show any problems. I only know about sport gear, but a pre-jump would only show if the bridle and pins were correctly configured, and if the hardware on the rig was connected properly. You wouldn't be able to see if the parachute inside the container had been improperly packed, so as to cause a malfunction.
