Not necessarily. The reserve is packed by a licensed rigger, but the main is usually packed by the jumper. I know I always preferred to packed my own main. Some jumpers with more money than they knew what to do with would pay someone to pack their mains.
The article says that the pre-jump inspections didn't show any problems. I only know about sport gear, but a pre-jump would only show if the bridle and pins were correctly configured, and if the hardware on the rig was connected properly. You wouldn't be able to see if the parachute inside the container had been improperly packed, so as to cause a malfunction.
