A terrorist's culture/environment is not one of impatience and anxiety and instant gratification. bin Laden does not live for today.

Ollie North was asked about this just after 9/11. His response was that if bin Laden had these devices, he'd have used them. OBL always plays with the biggest club in his bag. On 9/11, he played his biggest club. If he'd had a nuke that day, he'd have used it instead. The fact that he hasn't used a nuke is a pretty good indication that he doesn't have one.
(A more likely scenario is that he got conned by the Russian mafia. They are already thought to have tricked Al Qaeda into buying a container that was merely contaminated with medical isotopes. It was found in one of their "secret labs" in Afghanistan. The container was hot enough to pass inspection, but contained nothing.)

Maybe he had one of their "nukes" in a city and when Abdul hit the red button it just stared at him......
It's difficult to test a suitcase nuke first, without attracting a lot of attention.
I can just imagine the sale of one of these:

Bin Laden wouldn't use them unless he had enough to put one in every major US city. Going nuclear means we go nuclear, metaphorically speaking. Bin Laden and his ilk are not dummies. They plot, they wait, and they do enough to piss us off, but they want islam to survive. If say, Bin Laden's group blew one up in NY, LA, and Chicago... Iran, Iraq, Libya, Syria would cease to exist as we know it. They know it. They will attack us again, but conventionally. I honestly think they will not trade 50,000 american dead for 10 million muslim dead. It doesn't make strategic sense for them to do it.
It is a perfect blackmail weapon though. You touch our leaders and we will blow it up. This is probably what they are thinking.
