I'm not sure a long drawn out discourse and vote from the Congress is legally required. Let's say Bush has first-hand intelligence that Saddam will have a nuke hitched up to a Scud aimed at Israel in the very near future. It would seem that all he has to do is inform the congressional leadership of the situation, make a national address to tell the citizens of the clear and present danger of Saddam to the world, call our key allies to let them know we are going in order to protect their interests, and then pull the rip cord.
