Senator Kennedy Submits Bill to Enhance U.S.-Muslim Understanding
S. 2505 to boost funding for educational, cultural programs
Senator Ted Kennedy (Democrat of Massachusetts) introduced legislation into the Senate May 10 that would increase funding for a broad array of exchange programs to build better understanding between the United States and the Muslim world.
Kennedy, along with a bipartisan coalition of senators, submitted S. 2505, and the bill was referred to the Senate Foreign Relations Committee.
According to Kennedy, the proposed bill, the Cultural Bridges Act of 2002, "would authorize $75 million above current appropriations in fiscal years 2003 through 2007 to expand the activities of the State Department's existing educational and cultural programs in the Islamic world."
S. 2505, he continued, would also authorize "$20 million in fiscal years 2003 through 2007 for the Department of State to establish a new high school student exchange program to enable a small number of competitively selected students from the Islamic world to study in the United States at a public high school for an academic year."
Citing what it termed an "under-representation" of participants from Muslim nations in exchange programs, the high school exchange program would allow for Muslim high school students to attend a public secondary school in the United States, live with an American host family and experience life in a United States host community, and "participate in activities designed to promote a greater understanding of American and Islamic values and culture."
Senator Richard Lugar (Republican of Indiana), one of the bill's co-sponsors, told fellow lawmakers that the Bush administration has reviewed S. 2505 and "indicated that they would support its passage, pending the allocation of necessary resources."
Lugar called for swift passage of the proposed legislation.

Last year only 10 percent of participants in various State Department student and cultural exchange programs came from Islamic countries outside the former Soviet Union. Our new program will bring students aged 15 to 17 to attend high school and live with an American family for a year.
IE - We need more islamic people to come over here

The ever clever politician Teddy Kennedy the morally challenged, has a lot of Muslims in his district and the dems in general are courting the muslim vote. They are a big voting block unfortunately. Pandering like this that costs the taxpayers millions still infuriates me.
