Oh, come on. 13 and 14 year old girls, er uh women, ought to be able to meet strange men at a hotel. I mean its not like they were hurting anyone else. And they both went under their own free will. And the school system probably told them that this sort of sexual activity was ineveitable.
On the other hand, maybe they were just going to play tiddilywinks.

I wonder if this mom had just finished reading that book by the woman who considers sex between children and teenagers and adults OK if they both consent.

I'd think the mom (can one even really call her that?!)would be standing for charges of accessory to statutory rape on the 13yr old, especially as it was HER offspring!

How about this scenario: the mother of the 13-year-old had something against the parents of the 14-year-old (or against the 14-year-old herself). She was taking a swipe at them by exposing their daughter to these guys. Like maybe she was okay with her own daughter messing around with them, but knew the other parents wouldn't approve, so to punish them for their relative prudery, she took their daughter out to get passed around. Some people can't stand anyone who's even vaguely decent.
I don't know... just a thought.

Her crime was that she didn't allow the whole thing to be filmed and broadcast as a TV reality show. (/sarcasm)
