Former independent counsel Robert Ray has acknowledged asking President Clinton's own Justice Department for guidance at a critical juncture of his investigation in the hope of nudging Mr. Clinton into a plea bargain deal while still president.
Mr. Ray, interviewed this week by The Washington Times, conceded the previously undisclosed strategy might raise questions about his own independence. But he defended it as a proper and necessary way to force an admission of guilt from Mr. Clinton while he still occupied the Oval Office.

Only someone totally unfamiliar with our media could be amazed at the length of time it took. Neither the NY Times nor the Washington Post nor CBS nor NBC nor ABC nor Time nor Newsweek put any investigative personnel on this story because it was about a Democrat. Had the exact same thing happened to a Republican, the media would have been at his door that very evening.
Prosecutor Ray, so not up to the job.
But if Ray had indicted Hillary (obstruction for tampering with billing records) and Bill (perjury, etc), even had he not won a conviction, the Clintons would NOT be able to sue to recover perhaps $10 million in legal fees, as they are doing now. It will be a shameful day when the Clintons get a check from your tax dollars because of Ray's malfeasance.
In Klinton's case, some might rule it justifiable.
Before or after the National Day of Thanksgiving and Celebration??
So long as Bill had Janet's skirt to hide behind, this plea bargain would never have happened.
"I've been expecting that question since January 19, 2001. I'm amazed, still amazed, that nobody has picked up on it until now," said Mr. Ray

Well, yes, that is correct. A sitting President is immune from any legal prosecution.
I would hope that in a case of murder that congress would remove him from office in very short order, but with Clinton I don't know even then.
He should have been given a major award if he had done this.
Well...if it was only about sex....?
