The families lawyers?
Asside from the bandwidth waste to repeat your questions time and time again, that particular question is irrelevant.
The NTSB's lawyers are going to argue for the status quo... as they don't want to reveal anything they don't have to.
Boeing's lawyers have taken no position. They are merely observing.
The Families' lawyers would not be interested in information that would tend to exonerate the defendants in their lawsuits... those with deep (and accessible) pockets. It is NOT their responsibility to afix blame to anyone other than the airline and the aircraft manufacturer.

Do ANY of the eyewitnesses or THEIR lawyers agree with you?
Do ANY of the victim's families or THEIR lawyers agree with you?
And WHY do you ignore the factual evidence presented thus far and continue to behave as if you have a legitimate argument?
