ELKTON, Md. -- Officials at the Cecil County Sheriff's office say they have an Elkton man in custody who was found carrying a diagram of a U.S. military installation and several "suspicious" letters written in a Middle Eastern language.
The man is identified as Shakur Khabir of Molitor Road. Deputies arrested him Saturday morning on a fugitive warrant from Connecticut, where he failed to appear in court on a robbery charge.
Extradition proceedings are pending. Khabir remains held on $30,000 bond.
The diagram and the suspicious letters were found by County Detention personnel as he was being locked up. The FBI was notified and conducted an interview with Khabir. Information about that interview will not be made public.
I worked at Big Elk Liquors on route 40 for years.

Local Man Accused
Of Threatening, Robbery
ENFIELD -- A 38-year-old local man is being held on charges that he threatened and robbed a man Saturday.
Antonio Spicer of 52 Willard Drive is charged with first-degree robbery, first-degree reckless endangerment, third-degree assault, threatening and sixth-degree larceny.
Enfield Superior Court Judge Jonathan J. Kaplan on Monday reduced Spicer's bail to $25,000 from the $100,000 set by police when he was arrested.
Police said Spicer stopped a young man around 5:30 a.m. Sunday on Hartford Avenue and demanded the man's money. Spicer took the man's cellphone and asked two others in the car where a gun was so he could kill the man, Deputy Police Chief Raymond Bouchard said.
As Spicer drove off, the young man held on to the window of the car until it shattered. The victim suffered cuts to his hands, Bouchard said.
The two others charged in the case were Alice Gibson, 41, and Shakur Khabir, 33. Gibson has been charged with conspiracy to commit first-degree robbery and was released on a promise to appear. Khabir was charged with first-degree robbery and conspiracy to commit first-degree robbery and was released on a $1,000 bond.
Spicer told police the two had nothing to do with the crime, court officials said.
Aberdeen Proving Grounds where they test the Daisy Cutters are just down the road, though!
