Navy Prepares For New Human Experiment Planned For This Month

Another human experiment is coming this month, planned by the US Navy. A public notice was filed in today's San Diego Union Tribune which stated the Environmental Assessment "EA has determined that the proposed action will have no significant adverse impacts on the human environment." What is the experiment? Local residents would like to know.
It's called "Juliet" and "will be conducted from July 24 to August 15, 2002 in the southwest region of the U.S. and offshore waters of southern California" "including San Clemente and San Nicolas Islands, offshore of Camp Pendleton, and at the Naval Air Warfare Center land range at China Lake, California."
What will the human and wildlife effects be of this mysterious 3-week long experiment?

You think it has something to do with "don't ask don't tell"?
I thought all the sexualization/encounter group sorts of pscyhological experiments conducted by the Navy were done by the time they sicced Maslow, Rogers, et al. on Catholic religious orders.

If you live along the U.S. southwest coastline, keep an eye out for whales floating belly-up. Bad sign that the "experiment" has unintended side effects. Like killing mammals.(sarcasm)

Big group of blue whales off of Vandenberg...
They seemed to have taken up fulltime residence there.
There are more than before, now. Big fellas...
For the last year or two, there's always been a few, each time I've fished there---though I admit months at a time can go by without me being there.
If they wanna test whales a little bit farther away, at the same time---
then they have "subjects" available.
Asking 'em questions is easy enough---just can't quite make out what one (giant!) fin sticking straight up in the air really means...that and tail "smacks" and body rolls.
It's all sorta fishy...
I think they're just funnin' me, whatever it is they be sayin'.
