Because the press is baiting him on clinton and they will rip him a good one if he blames anything on clinton and they already rip him enough. That would give clinton(s) a chance to really speak out and trash the President even more.

Let the facts speak for themselves.

All of this accounting starts off back in the clinton days. He cannot give the press one bit of edge by tying it to clinton -- let the Congressional folks do that! And if we had more than an handful of honest reporters that would happen also.

Two reasons ---GWB does not want to give the DNC its theme song for all future anti-Bush advertising.

President Bush rarely if ever uses negative words. He phrases everything as a positive. Ex: "Congress needs to work hard and constructively before their August vacation." Not: "Congress isn't doing enough."
