good for you. I agree. homeownership breeds conservatism. No first time homeowner wants higher taxes, and when they pay their property tax they will be mor inclined to demand standards and accountability for public schools.

The problem is this: When these people can't pay, do you think they will fight for lower taxes? Or do you think they will whine that the government should bail them out? What do you think W will do? Will he let his program flounder? Or will he decide to give them new benefits to pay their property taxes?

He got lucky on foreign policy, but as far as national policy, hey, some of us have to live here! He's tossing money around - and it's not his! He's even choosing what race gets it!

I don't know. I have yet to be able to read the plan to be able to speak about it one way or another. It isn't quite up yet fully at the White House's web page.
What I do know is that encouraging families to be able to own their own home is a good thing, and conservatives should be trying to get people into homes. People owning their own homes tend to care for their property and their community more than renters, with all of the corresponding benefits to society (such as less crime).
But what I see on this thread is a bunch of people reacting to synopsises of the proposal, without knowing exactly what the details are. The details could mean this is a good plan, or it could mean it is a sell out.
Too soon to tell.

Actually, that isn't quite true. As someone who has more than a few black friends (I really do!), I can say that expression has been widely used by anti-welfare blacks.
