That is taxation and a seperate issue.
Bush has no, or very little, control of the amount that Congress appropriates. He is trying to shift this money away from the HUD machine. He is doing the same thing at Interior. In FY 2002, he shifted $50 mil out of $450 mil LWCF into private grants and is asking for $100 mil in fy 2003.
The real problem here is that the Bush Bashers are so zealous, they(you) don't recognize program that needs to be cheered.

And the GI Bill was a REWARD for putting your life on the line for your countrymen. I don't know as I'd call it a "reward" but yes, it was created in recognition and thanks for their sacrifice. And it was a means for these returning Vets to get a college education (which actually meant something in those days), mainly because they gave their college years to the country.

If they needed handouts to survive in an apartment, how are they possibly going to afford upkeep on a home? Property tax and morgage payments. Repares and painting, siding and roofing when worn. Electric, water, cable, lawn mower, ...... We have people here in CA with homes that they were "helped" with financially, and what happens is that they cannot afford the water bills to keep their front lawns green, so they don't upkeep. They do get utility bill help as well. What else can we do for them? Pay for everything?

I can't think of ONE Clinton policy Bush has reversed. Bush gave us a tax cut. Clinton raised the taxes on the elderly in September of his first term and made it retroactive back to January. In doing so, he screwed the retirees.
