Chapter 1. Introduction and Overview (197k pdf) – Summarizes the main elements of the report.
Chapter 2. National Circumstances (450k pdf) – Presents a snapshot of the national characteristics of the United States that play a role in climate change, including the country's climate, geography, economy, demographic trends, energy production and consumption, and natural resources.
Chapter 3. Greenhouse Gas Inventory (442k pdf) – Provides a broad overview of all U.S. greenhouse gas emission sources and sinks, introduces key concepts, and discusses the primary drivers for the growth in emissions. All material in the chapter is drawn from the U.S. Inventory of Greenhouse Gas Emissions and Sinks: 1990–1999.
Chapter 4. Policies and Measures (320k pdf) – Reviews national policies to limit emissions and enhance sinks of greenhouse gases undertaken since 1990.

Concerning institutions of men "distrustful superintendence" is far healthier than "blind faith".
But I am a Washingtonian, not a Jeffersonian.
Jefferson promoted the founding of a newspaper for the sole purpose of running political hit stories on President Washington, and the Federalists led by Hamilton. He financed the editor to write these hit pieces surreptitiously, and didn't do it in the open but rather like Hillary, backstabbing.
Is this why you like Jefferson so much? Or is it that the champion of freedom did not believe in freedom for his own slaves that enamours you of him so much?
I know. The administration is presumably smart enough to know that too. Why are there sections in the report that are damaging?
Predicting that Rocky mountain meadows and coastal marshes are going to disappear is not a smart move in my opnion. Thats giving the enviro wackos way too much amunition. Watch as they run with this.

it's a good thing to question and a good thing to debate. i don't understand why that is always labeled bush bashing by some here.
On the other hand, Bush was able to get a part of Area 181 in Florida's waters opened. Those leases were sold last December. Six companies, 92 leases, generating $315 million.
There are different routes to socialism. Our state used "democracy" as its vehicle. Yes, tyranny of the majority, where Rights have been exchanged for privileges and where people can vote to steal the property of others is the M.O. used in this country. Karl Marx and Fidel Castro took a different route, but makes no difference -- we all arrived at the same place.
People can NEVER, EVER hang on to freedom. Too many are to stupid!
In part, Buffalo Scout Bush is counting on his peers at the New York Times and supporters in the Democratic Party to give him the ballyhoo he needs in the days, hours, and closing minutes prior to his big speech he's gonna' give at the United Nations regarding global warming, so he wants to set the stage for his moment. Ultimately, the whole Bush thing is Global and Global Warming is a "Bush told you so" kind of thing, it still comes down to the neat-o strategery of
Bill Clinton is making the rounds (you know, BUSH SURE SOUNDS a LOT LIKE WHAT CLINTON is SAYING, do they TRADE NOTES?) and has been getting up here and there and talks about all the reasons the people should love Bill Clinton, and his wife is the elected official, not him, but Clinton's thing is still doing the doggy as a self-envisioned keynote speaker to hammer the message home of how global he is, and, hey! Bush just wants to learn from the competition and try to be Clintonist as possible! Like the Bushies say, this whole Global Warming Official Release, it's OLD NEWS, real old, goes back to when Bush was runnin' for office, so what's the big deal that it comes out now? And since it's OLD NEWS with the Bush Administration, all that means is that Bush was saying one thing during the campaign, but all the long he planned on doing another thing. So, it's cool. And the cool thing about all this government power stuff is, forget the terrorism thing, the thing is if anyone is critical about Bush than the Bushies can have them arrested or something, because they sure like to make a lot of threats.
Bush has his 2004 campaign theme all ready now - we have to vote for Bush to save a starving child. The whole Bush agenda in action is now the boiler plate operation, it's the same thing either way Bush or Gore, but remember the only difference, AND THIS IS IMPORTANT, is that Bush is a Republican.
Thanks Dubya, what a speech. The "Bush Doctrine". Too bad it didn't mean anything.
Global. Global warming, and Islam is a religion of peace. Thanks for the hope of all the things to come, Bush, such as the free universal health care, guaranteed universal employment and universal retirement paid for with generous universal social security checks.
HEY! I got a tax refund from BUSH! WOW! Sure, it was really a "cash advance", but I HAVE NO DOUBT, I'm gonna' get that MIDDLE CLASS TAX CUT real soon! It just rocked the nation to think of all those free universal freebies to come. You brought tears to the eyes of basset hounds across America as, in your own unadorned and rudimentary way of ordinary speaking, you actually got chubby with Ted Kennedy, McCain, Arafat (hey! Isn't the Chairman inviting the Hamas to be part of his Administration? Don't let him beat you to the punch, George, invite the Hamas to be part of your Administration FIRST!), and we can throw Aunt Harriet a piece of her corn dog to the hound when she was distracted by your visionary oratory of universal public schools thanks to your Education bill. I know, you don't want to take all the credit, Mr. President, Ted helped you a lot.
And, did I forget? Universal brotherhood? And (why not?), free universal British nannies, maybe? Finally after 50 plus years of incremental socialism, there is this one Democrat, opps, I mean Republican Bush, who will at last deliver on all the things Joe Lieberman mentioned in that speech he pulled out from under the panel cover of that 1948 Buick that some rich ol' "Uncle" Remus drove to the 52 Democratic Convention, the faded, yellowed and torn twelve pager that was typed up on a Royal Typewriter and sat under that panel cover of that 1948 Buick for 50 years, the one that was signed "Fred" and stamped "Delegate: Louisiana". Dust it off, and we got a bridge to the next Century.

Keep up the good work Brian. You're right on target. It is shameful that Bush and his administration have come out with this report that accepts human activity as a major cause of Global Warming, and further accepts its wild predictions of calamity.
Time for conservatives to start preparing to oppose Bush in the next Republican primaries. It's important that we do this now before Bush and his handlers come up with a straw-man opponent.
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Concerning the first amendment, why would it begin with the subject of religion? The ability to assemble and a recourse for redress of grievances? Do you think the first amendment covers all forms of speech or mainly that in regards to religion?
I will do further study but I'm interested in your interpretation.
Lighten up and pretend that you believe that others have a right to differ with you. Who knows? You might even learn something new.
