Warner is responsible for funding of such. Defense cuts under his tenure have lessened that ability as they are being like every other branch over deployed. I understand what you are saying. But Warner was in a position to say no to those cuts. The GOP is by no means innocent in it's co-support of defunding the military to a dangerous level. We had rent-a-cops at NOB 76-80 but the entrance gates and piers had U.S. Marines. Even Tidewater transit buses were checked for military ID's before entry. You did not approach D&S or the other piers in small craft. The base commander can not deploy or use people he does not have. As well the CVN's sitting their no longer have MARDET's either.
What do you think of Morgan Griffith? I saw him in a committee meeting last year & I was impressed - an armorer was testifying that some Hampton Roads DSS was rejecting gun owners as foster parents, and Griffith diverged from his original questioning, asked "Are you telling me, that the DSS is refusing to allow people who are exercising their Constitutional rights to be foster parents?" And he took out his pen, & he started to write.
From the look on his face, I wouldn't want to be one of the people at the DSS.

I can understand your frustration over funding but Warner has about as much control over military funding as a midshipman does over an air launch. You're correct that Congress (all 100 senators and 234 representatives) in Article 1, Section 8-13 is charged "to provide and maintain a navy" and while it is true that powerful legislators have a lot of input clout the legislative branch doesn't submit the budget; the executive branch does; IOW the president is the budget maker, Congress the spenders!
Nope--Republicans are killing the conservatives. Conservatives are generally principled, republicans are not.

Which points to our continuing military shortages and problems starting in or around 1989. Since that time all branches have been over extended and underfunded more so than even in Carters years.
The most recent example is the KENNEDY and that was by no means a first either. A carrier one digit her junior suffered the same fate. The very first thing Rumsfield should have called for was a readiness and fitness status report. The Clinton term was sufficent cause to warrant that. It seems the KENNEDY innicident caught Rummy off guard. Some flag should have been taken to task over this as well. Instead a Captain was relieved. I'm not saying he shouldn't have been but they fail to make the point Kennedy was a reserve ship up till close to the end of Clintons term. It would have likely taken a substancial yard period to bring her up to par.
These are issues that both Bush Sr/ Cheney & Clinton either ignored or further neglected as well to address. It seems G.W. Bush was gonna do the same till 9/11 caught up with us and we got in a bind. But as well look at the dates involved here. This article was about residue from the Bush 1 & S.O.D. Cheney tenure. A ship in mid 1993 not sea worthy by the word of a senior enlisted? Long standing problems were uncorrected leading to a near collaspe of the ship. Notice as well who this seems to be addressing. The first name mentioned is? I believe the contents of the article to be accurate. If the ship had but two generators then it had no electronics such as radar. Electronics are chiller dependent. Two generators would not be sufficent power to put any of it's 10 chill water air-conditioning plants on line. We can't keep making the same mistakes over and over. Especially when it's the same ones allowing it to take place.
