US military chiefs believe up to a third of Osama bin Laden's most senior lieutenants have been killed in the war in Afghanistan.
They also believe Osama bin Laden survived the assault on the cave complex of Tora Bora and is moving around the mountains that straddle the border between Afghanistan and Pakistan, according to the New York Times.
But intelligence experts say they are no closer to capturing bin Laden, who has a £17.5 million price on his head, as they do not have specific information that could be used to launch an attack on his hide-out, the newspaper reports.

And their families! We have to do to them what the Soviets did to the hizbullah terrorist scum in the 70's. When a Soviet diplomat was kidnapped in Lebanon, the kgb was able to round up some of the family members of the kidnappers. One family member turned up with his dip stick severed in taped inside his mouth. The soviet diplomat was quickly released and no soviet diplomat was ever kidnapped again. This is the only thing that the fatatics understand.

He was the money man and organizer. He now has no money and little or no organization. It is the men like Mohammed Atta we have to find and kill. OBL is actually more useful as the Elvis of terrorism. He could turn up ANYWHERE.

"I wonder if he thought our retribution for 9-11 would be as weak and inconsequential as our response to previous attacks on our embassies and military overseas." That is precisely what he thought. We have not been clear, resolute, and thorough in dealing with these vermin in the past. I pray that President Bush sees this and will not relent until the job is done right, including tending to the unfinished business in Iraq.

Typical military speach. In my book, up to a third means no more than one third, at the most.
They haven't really said very much. [It could also mean zero.]

War must be declared by Congress. Don't get in the business of redefining the Constitution.
To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations
This was an Offence against the Law of Nations, not an act of war, unless al-Qaeda is a country.
