No you don't get it! Rule of Law can only apply when it is lawful and not "under color of the law", which means having the appearance of rightful law. Just because some "authority" makes a proclamation, does not make it a law - for example if it contradicts the Constitution of the U.S.. You as a US Citizen do not have to submit to an unconstituitional law operating under the color of law.
Do not forget that Germany had a constitition and a democracy when it elected Hitler. History repeats itself and human nature is unchanging. Absolute power corrupts absolutely and as Jefferson said, when all power is drawn to and comes forth from Washington (DC) we will have a tyranny here like the one we escaped by revolution.
I hope, for your sake, sir, that you have your papers on you at all times in the coming future. It may be unpleasant for you if not.
And that Law is the CONSTITUTION. And most of the laws on the books are unconstitutional.
