You cut to the heart of the matter very elegantly- NBC weapons are also "terror weapons," and one of the consequences of terror is panic, or doing nothing.
This can be countered by education and information-- and that is the first step to making these things less effective, and less likely to be used.

Exactly- or like learning to swim before you fall in the water! I just want lots & lots of people to educate themselves about this nasty stuff as a precaution, and maybe a deterrent to those creeps who attacked us. And to pass it on to others!
