This is probably just stating the obvious, but these are the acts of people who believe that they are on the receiving end of a great deal of injustice, and that they have nothing to lose by making a statement in this very public way. These are desperate people who feel that they have been ignored. If they continue to feel ignored, there will be further repetitions in the future of what happened today.
I doubt that we're ever going to find out exactly who is responsible for this stuff. Not to the point where any meaningful retaliation is going to be able to take place. The United States of America is extemely reticent to involve innocent life in any retaliatory efforts.
It is going to be a tough call for Bush and his policy makers.

I'm pretty sure this is going to be middle eastern terrorists. Our reaction is going to be to level every terrorist camp we can find.
Any nation that harbors terrorists are going to be very nervous.
