The Clinton admin did their best to keep the majority of Americans in the dark on the threat.

bin laden openly declared war on The USA in 1998. It got some coverage, no proper response from bubba, the co-prez 'hell-to-pay-ary', algore, secdef cohen, secstate not-bright, etc.
