How about this - take this guy to court. If he is convicted, his punishment would be an one-on-one encounter with the ICE agent he threatened. For 30 minutes. If he comes out on top, after 30 minutes, let him go and expunge his record. If the ICE agent lets this guy out after 30 minutes without any broken bones, multiple contusions and hematomas, then transfer the ICE agent to some God forsaken duty station.
