PANAMA CITY, Fla. (WMBB) – An employee at a disabled adult care facility in Panama City, Florida, was arrested on Tuesday for allegedly “twerking” in front of disabled patients.
According to court documents, on Jan. 15, the Panama City Police Department received a tip regarding possible abuse and exploitation of disabled adults.
Authorities reported that a video they received showed four women dancing in a sexually explicit manner known as twerking inside the facility in front of disabled patients.
It was reported in the court documents that one woman in the video was seen making physical contact with a patient by “placing her breasts in the face and also one leg on the patient” while twerking.
Authorities said Josalynn Janeice Hart, 29, who was an employee at the time of the incident, can be seen in the video dancing on a sink and twerking on a table where at least two disabled patients were sitting.
Hart was not seen in the video making direct physical contact with any of the patients. However, she is allegedly seen witnessing the other female continuously make physical contact with a patient while Hart danced and twerked near the faces of two disabled patients.

Years ago, I wrote a series of articles on the abuses in group homes. The twerking episode reminded me of the “house mothers” who engaged in sex with the residents when the residents’ monthly checks would come in. They would also sell the residents’ drugs that they were in charge of.

I live in an Acute Care place and can attest that seeing all but very few of the staff twerking would be patient abuse.
