Mexican President Calderon waged war on Cartels with Americans in the body count but not as many as Mexican drug fighters.

This reminds me when a young 2lt tried to take a Minute Man ICBM into Canada.
I used to work in the Minot AFB missile field, and the USAF is always pulling missiles out of the silos for maintenance or upgrades. They take them to the base, bring them back and put them into the hole again. There are missile sites and a launch control facility within 10 miles of Canadastan.
As the story goes, the convoy taking a missile back was stopped at the Canadian border. The idiot in charge, supposedly a 2lt, had no idea where he was going.
